Basic characteristics of the study

Police Academy of the Czech Republic (hereinafter PA CR) is a state college with its seat in Prague. It was established in 1992 by the Federal Assembly Act and it started its activity on October 1, 1992. The Police Academy is managed, as other public colleges, according to Law No.111/1998 Dig. on universities.

The main aim of the Czech Republic Police Academy is to prepare specialists for university level degree in certain Police and other security activities, and to prepare them also for leading positions in the Police practice.

The multi-field character of Police profession supposes higher than average educational level of Police officers and officials of other security services within the citizens. Results of the professiographic research show significant variability of Police operations, differences and difficulty of activities. As a rule, there are involved complicated decision making problems which do not have determined fixed algorithms of solution. Police officer acts as a warranty of civil rights, freedoms, and citizens legal situation.

PA CR realizes Bachelor and Magister degree programme in the area of security and legal activity. Creation of the study programme is a full authority of the college but it must past through challenging accreditation proceedings.

A. Bachelor study programme

The Bachelor study programme can be arranged in presence (daily) study, or in combined (for employed) study. The standard period for this study is 3 years. The study is finished by final state examination the part of which is the defence of graduand Bachelor dissertation. The graduates are awarded by the title "Bachelor" (abbreviation "Bc").

Prospects of graduates - Bachelor degree

The graduates of Bachelor study from the PA CR can find their place especially within the Ministry of Interior of the Czech Republic and Czech Republic Police, within the municipal Police forces, in private security services, but also in the Military Police, Custom Service, Internal Security Service, Prison Service, etc. - in senior positions and specialized professions. The civil graduates can find their job also in the area of public and private security services in the industry, financial sphere, and in other commercial areas as managers and specialists in supervising the security.

B. Magister study programme

The Magister (Master) study programme of "Security a legal study" follows after the Bachelor study programme. The standard period for this study is 2 years. It is possible to pass the Magister study programme in daily or combined form. The study is finished by final state examination the part of which is the defence of graduand diploma dissertation. The graduates are awarded by the title "Magister" (abbreviation "Mgr").

Prospects of graduates - Magister degree

The graduates of Magister (Master) study can find their job in the most senior posts of management and even as top professionals in positions where it is necessary to have creative access and high degree of knowledge. They can find their employment in nearly the same organizations as the graduates with Bachelor degree. They can become also teachers of professional subjects in educational institutions of the Ministry of Interior and they can be engaged in research and development activity in the security areas.

Pedagogical activity and study

The pedagogical activity and study presents a perfectly created organized complex of daily and combined study. Needs of the study, i.e. the legal disciplines as substantive criminal law, criminal proceedings, administrative law, constitutional law, financial and commercial law, civil law, etd., have the dominant role.

The conception of the study supposes to prefer subjects having close relation to Police and other security activity. Therefore, the subjects as criminalistics, criminology, applied psychology disciplines, professional ethics, combating international crime methods, professional physical training and sport, technical means for Police activity, etc. are presented in the programme on wide scale.

The PA CR graduate's profile is finally created by general propedeutical social and science disciplines as e.g. by philosophy, sociology, politology, management, informatics, foreign languages, etc.

The programme of study is designed in modular way and consists of obligatory subjects, subjects of specialization, and optional subjects. The subject differentiation into three categories provides the students with possibility to create a final form of study programme according to his/her future professional orientation and personal interest. The modular programme enables to respond flexibly to the theory development and changing needs of practice. A systematic contact is arranged with particular activity of Police according to practice.

Science and research activity

The science and creative work are essential for institution of high level learning. The area of research creates together with education an inseparable part of the scientific and educational work of the Academy's community. The Academy performs many science and research tasks. The character of PA CR determines the focus of developing the subjects important and crucial for the Ministry of Interior and Police of the Czech Republic. It is first of all aimed at solution of so called institutional science tasks and grant projects.

The scientific and academic personnel participate in science and research projects of other institutions. It means not only in the Czech Republic but even abroad.

The science and research activity includes organization of professional seminars. This is arranged either by PA CR departments themselves or in cooperation with other institutions. On the other hand, our members take active part by their presentations in science events of other departments. Publishing of miscellanies concerning professional seminars, publishing of science and research task solutions, and publishing of the periodical "Theory on security and practice", must be also evaluated in a positive way.

The PA CR concentrates on effort to involve even the students into the solution of individual science and research topics. The successful students publish results of their work in professional magazines. Several students were awarded prices in competition for the best student work in the area of information and communication systems organized by the association AFCEA International (Armed Forces Communication and Electronic Association).

The science and publishing activity of the PA CR, the cooperation with other colleges and faculties, and the international cooperation are developing also successfully. PA CR has organized many science workshops on national and international level. The topics were aimed at solution of fact-based questions of security services. Some of the workshops were organized in cooperation with FBI, RCMP, United Kingdom Police, etc.

International cooperation

The international cooperation of PA CR with foreign partners is an important source of inspiration for the staff and students and in the present period of integration processes, it is an inseparable presumption for further development. As to the international relations, the international cooperation is organized and realized in different forms.

Participation on international conferencies, workshops, or symposiums is an occasion to collect new knowledge and to exchange experience in the area of pedagogy, science, and research activity; presentation of own experience and scientific views is also important.

Successful cooperation, on the basis of bilateral agreements on reciprocal short-term exchange of teachers, scientists and students, is realized and developed with the Polizei-Führungsakademie in Münster - state Nordrhein-Westfalen, with the High Professional School for Police in Villingen-Schwenningen - state Baden-Würtenberg, with the Saxony Police College in Rothenburg, and with the Academy of Police Corps of the Slovak Republic in Bratislava. Fruitful cooperation, supported by the Hans Seidel Foundation, has started with the Institute of Additional Education in Nürnberg; participation with the research team of the University of Plymouth in Great Britain is developing also successfully.

PA CR is professional and organizational warranty of the Czech part of the Central European Police Academy. It is a multilateral international project of Police practitioners' education in updating their knowledge in the area of crime with international phenomena.

Other areas, where the international cooperation is organized, are the use of offers from Embassies an other educational organizations from abroad, engagement of the Academy in international programmes, membership in international organizations - mainly in the Czech National Group of the International Association for Criminal Law, International Sociology Association, and in the International Police Association.

Additional professional education

The additional (life-long) education of Police officers is a significant part of the PA CR activity. It is focused on innovation and intensification of specialization with the aim to respond to changing conditions of the practice. The professional and educational programmes have the aim to increase the managing, legal, and professional Police qualification based on requirements originating in the CR Police, in the Ministry of Interior, and in other organizations.

The additional professional training in the PA CR includes diversified system of short-term study forms (courses, workshops, training, etc.). It is in most cases realized by techniques of direct teaching, and it provides professional strictly specialized training that reflects current needs of practice in the particular special professional field. Every year, dozens of professional courses and educational programmes are offered for public and Police practice in the form of catalogues.
